| Abstract: | Ladies and Gentlemen: I apologise for intruding upon your Christmas festivities, but I believe that the time has come to talk to you about the serious energy situation. The fundamental reality is that the Arab States producing petroleum have, in terms of their political conflict with Israel, taken a decision to reduce their oil production according to a prescribed timetable, and to place an embargo on shipments to the United States and Holland. The embargo extends to three countries whose refineries export to the American market – Canada, Puerto Rico and Trinidad and Tobago. |
