It is not generally known the difficulties encountered by, and the many constraints imposed on, a small nation in its attempt to attain desirable national objectives, both social and economic. Production and supply of electricity is a good example of how serious these difficulties can be. Up to this year, the Trinidad and Tobago Electricity Commission has bad to raise most of its funds for capital expenditure from loans abroad. These loans have come from international lending agencies such as the World Bank, and these agencies impose a set of stringent conditions which not only affect the programme or project for which the loan is needed, but also could affect the entire operation of the Commission.
